Free Service to COVID-19 Vaccination Site

We are happy to announce a new COVID-19 vaccination site in Concord at La Clinica located at 1034 Oak Grove Rd. In an effort to expand access to this site, County Connection will offer free rides 7 days a week on routes serving La Clinica. The site will operate from noon to 7 p.m.on Tuesdays (walk-in doses available 4:30 to 7 p.m.) and 8 a.m. to 3 p.m. Wednesdays through Saturdays (walk-in doses from 12:30 to 3 p.m.).

Starting Saturday, May 1st, 2021 County Connection will offer free rides on Route 311. Weekday service on Route 11 has been free since 2019. Route 311 will be free through August 1st, 2021. We encourage the community to take advantage of this service to access the COVID-19 vaccine. If you have any questions, please call customer service at 925-676-7500.

Service Bulletin: Service to Schools (600 Series)

On March 16, 2020, Contra Costa County issued a Shelter in Place (SIP) Order. Since then, County Connection has continuously adjusted service in response to the needs of essential services and their workers. These efforts require significant coordination and time in order to implement an effective service profile that meets various demands. The 600 series, which is County Connection’s service to schools, was halted with the issuance of the SIP order last March. Since then, many schools districts have adopted hybrid schedules with little to no communication with the County Connection. Thus far, County Connection has not received any definitive information on actual start dates for schools typically served by our 600 series.

In order for County Connection to effectively plan for the potential re-introduction of our 600 series routes we require the following information:

  • School Schedules – days of the week schools are open/bell-times
  • Academic Calendars- including early-outs/late-in’s and holidays
  • Additional information regarding your process of re-entering the classroom that may have an impact on student transportation (i.e. blended hybrid learning model, percentage of student body allowed on campus and potential distance learning days)

Federal Regulations prohibit public transit operators from operating exclusive “school bus” type service. This means that all service provided to and for students must not only be available to the general public but must be published in our printed schedules. If we do not comply with these regulations, we are in danger of being sanctioned by the FTA, up to and including loss of funding. This process generally requires two months to develop, publish and disseminate appropriate public schedules as well as create the necessary work assignments.

For the remainder of the 2021 school year County Connection must maintain a six-foot physical distance protocol on all buses.  This means we can only allow 10 to 12 individuals on a bus as opposed to the typical 50 to 60 passengers a 600 series route carries. It would take five times as many buses and at least 30 additional operators to move the pre-COVID student demand with the new physical distancing protocols. 

As we look forward to this coming Fall, we will be working with the county to enhance our vehicle load capacity with the goal of meeting the expected student demand for the 2022 school calendar year. For additional information regarding County Connection’s response to COVID-19 and protocols please refer to the following link at: https://countyconnection.com/covid19/

Due to COVID-19, many transit agencies throughout the Bay Area face varying degrees of financial uncertainty and must evaluate cost-cutting measures in order to remain financially viable. These are tough decisions and we want your input.

County Connection will conduct virtual meetings in the coming months to inform the public of potential service cuts. The first meeting will provide a general overview of the impact COVID-19 has had on funding levels, the current service profile and three scenarios for potential service reductions. This meeting is scheduled via Zoom on December 1st at 5pm. Subsequent public hearings are scheduled in January.

Service Proposals

Three service reduction scenarios have been developed with incremental service cuts that would result in cost reductions of $3, $5, and $7 million annually. The selection of the scenario will depend on future financial projections.

Public Hearings

County Connection will hold four (4) public hearings to gather comments on potential service cuts. The public hearings will review three (3) proposed service reduction scenarios, and each public hearing will focus on a different region of County Connection’s service area.

County Connection collaborates with neighboring transit providers to Pilot a Paratransit One-Seat Regional Ride Program

Attention Riders: In an effort to make traveling across multiple public transit service areas easier and safer for paratransit riders, County Connection is piloting a collaborative One-Seat Regional Ride Program. Participating in the service is Eastern Contra Costa Transit Authority, operators of Tri Delta Transit, Western Contra Costa Transit Authority, operators of WestCAT, and Livermore-Amador Valley Transit Authority, operators of Wheels Bus. The pilot program aims to streamline current regional ride practices by eliminating required transfers for trips that cross multiple transit service areas. With the new program, passengers can have one-seat for the entire duration of their trip. The program has been in development for quite some time, but amid coronavirus spread concerns, the implementation date has been accelerated to help minimize interactions between passengers, drivers, and vehicles.

How to book a One Seat Regional Ride?

How much does it cost?

The cost depends on the participating agency’s paratransit fares. When you book your one-seat ride, the reservationist will tell you your final fare.

What does a One-Seat ride mean?

Once your reservation has been booked, you will be provided a one-seat ride with no need to transfer. A driver will pick you up from your location and take you directly to your final destination.

What if my Paratransit agency does not participate in the One-Seat program?

If either the origin or destination of your trip is outside the areas served by the four participating agencies, your Paratransit agency will assist you in booking a regular transfer trip, and coordinating all arrangements between your paratransit agency and any connecting agencies participating in your trip.

Clipper START & Youth Fare Pilot Programs

Notice of Public Hearing

The Central Contra Costa Transit Authority (County Connection) will hold two public meetings and one public hearing to gather comments on the proposed implementation of two one-year pilot programs offering a 20% discount on single-ride Clipper fares for eligible low-income adults as part of the regional Clipper START program, and for youth ages 6-18.

Proposed Program

In May 2018, the Metropolitan Transportation Commission (MTC) approved implementation of a pilot Regional Means-Based Fare Program (later named Clipper START) to provide discounted fares for low-income adults. The initial 18-month pilot, which launched in July 2020, was limited to four of the larger transit systems in the Bay Area: BART, Caltrain, Golden Gate, and Muni. Adults (ages 19-64) with incomes at or below 200% of the federal poverty level are eligible for the discount, which is provided using a specially encoded Clipper card. MTC is providing funding to partially offset the cost of the program.

Due to the COVID-19 pandemic, MTC has elected to use funds from the Coronavirus Aid, Relief, and Economic Security (CARES) Act to expand the Clipper START program to other transit operators in the region, including County Connection.

County Connection is proposing to join the regional Clipper START program and offer a discount of 20% off the regular, single-ride Clipper fare for qualifying individuals. Since the program is limited to adults and County Connection does not offer a discounted fare for youth, staff is also proposing the implementation of a 20% discount off the regular, single-ride Clipper fare for youth riders (ages 6-18) when using a Youth Clipper card. The table below summarizes the proposed discounts.

All cash fares, as well as passes on Clipper, will remain the same. Fares would also remain unchanged for low-income riders who elect not to apply for the Clipper START discount, as well as youth who choose not to use a Youth Clipper card. Seniors (ages 65+) and people with disabilities would continue to receive a 50% discount, and children under 6 will continue to ride free.

If approved, County Connection would begin offering the Clipper START and youth fare discounts as a one-year pilot starting in January 2021. The program will be evaluated in partnership with MTC and the other participating operators to determine the feasibility and potential funding sources for continuing the program beyond December 2021. Due to current uncertainty around schools reopening and ridership demand among youth, the pilot period for the youth fare discount may need to be adjusted in order to ensure adequate usage data is available for evaluation.

Protecting Our Employees

Cleaning & Sanitation

Maintenance staff follows a daily and weekly cleaning schedule for all County Connection facilities, including the Administrative office, Maintenance shop, and Paratransit (LINK) office. In addition, staff has included an anti-viral electrostatic treatment in response to COVID-19. All buildings receive this treatment twice per week, which covers a wide range of surfaces, including furniture, monitors, printers, keyboards, walls, carpets, blinds, vents, and fan intakes.

All high-touch surface areas, including but not limited to handrails, doorknobs, elevator buttons, light switches, countertops, and tables are wiped at minimum once per day. A commercial grade alcohol-based (80%) disinfectant is used. This duty is performed by a designated Administrative employee during the morning/afternoon, followed by a more extensive cleaning and disinfecting schedule performed by Custodial staff during the evening and weekends.

As noted above, County Connection utilizes an anti-viral fogging system to sanitize all buses and all high-touch surface areas are wiped down daily. Currently, all bus reliefs are made at the County Connection bus yard and no reliefs are made in the field. This provides Maintenance staff the opportunity properly sanitize the bus prior to be assigned to another Transit Operator. The same applies for all buses that are returned to the yard during an Operator’s split shift. Any surfaces on buses that are serviced or inspected by Maintenance staff are wiped down with a COVID-19 approved disinfectant. Often times, this results in multiple sanitation efforts per day.

Following guidance from CCHS, County Connection has since developed a set of standard operating procedures (SOPs) specific to bus and facility cleaning and sanitation, as well as cleaning during field reliefs. Transit Operators who now make field reliefs are provided with disinfectant wipes to wipe down surfaces such as shield handles, steering wheel, controls, radio communication equipment, farebox, dashboard, seat, seatbelt, and latch.

Policy & Procedural Changes

Since the beginning of COVID-19, all attendance policies at County Connection have been suspended. In late March, employees aged 65 or older were offered the ability to shelter at home on paid status for two (2) weeks. The Human Resources department continues to provide inter-office memorandums, updating all employees of changes surrounding COVID-19, attendance/extended leave, County orders, etc.

Personal protective equipment (PPE), including gloves, masks, sanitizing wipes, and hand sanitizer continues to be available to all employees. When available, fabric/cloth masks and face shields have also been distributed. County Connection’s Dispatch/Transit Supervisor staff follow COVID-19 related procedures prior to assigning each Transit Operator a bus for the day. This includes a series of health-related questions surrounding common COVID-19 symptoms such as fever or flu-like symptoms.

County Connection has had in place a workplace safety plan, or Injury & Illness Prevention Program (IIPP). This program is a requirement of Title 8 of the California Code of Regulations (T8CCR), Section 3203. As COVID-19 became more established, the Department of Industrial Relations (DIR) released statewide guidance requiring employers to take steps to protect employees from diseases such as COVID-19. In early July 2020, the DIR issued additional guidance by industry, including Public and Private Passenger Carriers, Transit, and Intercity Passenger Rail. The purpose of this guidance was to support employers in the evaluation of their IIPP’s, ensuring steps are taken to prevent the spread of COVID-19 and to provide a safe environment for both employees and customers, specific to public transit.

As a result of such guidance from the DIR, County Connection updated its IIPP to include a COVID-19 Exposure Prevention and Control Program. The prevention program includes standard operating procedures (SOPs) which detail processes such as an employee testing positive for COVID-19, returning to work, cleaning and sanitizing, field reliefs, and non-employee access to facilities. These SOP’s have been developed to further increase workplace safety and prevent the spread of COVID-19. The updated IIPP has been adopted by the County Connection Board of Directors on August 20, 2020 and can be found here.

Administrative Offices and Facilities

The County Connection administrative offices, including the LINK Paratransit office have been closed to the public beginning March 18, 2020 until further notice. Non-essential staff are encouraged to telecommute if possible or work an alternative schedule such that total staff is kept to a minimum occupancy. Meetings are conducted virtually or meet social distancing and face covering requirements if it is necessary to meet in person.

The Customer Service call center has remained staffed during regular hours (Monday – Friday, 6:30 AM to 6:30 PM) and can be reached by phone at (925) 676-7500 or email at help@countyconnection.com. Updates are made to the County Connection website as well as its Facebook, Instagram, and Twitter accounts.

All staff are required to wear a face covering when traveling through the facilities. Staggered breaks and lunch periods are encouraged to enforce physical distancing and a portion of tables and chairs have been removed from shared areas. The Operator’s break room has been closed to any Operator who is not on standby.

Flooring throughout the facilities have been marked to provide visual cues that encourage physical distancing requirements. The procedures for Operators reporting for duty have been changed so that only one (1) Operator is in the reporting window area at a time. Operators are also advised to proceed straight to their buses following their report to further ensure physical distancing in the facilities. Signage has also been posted to remind employees about the importance of frequent handwashing, social distancing, and the use of facial coverings.

Training & Resources

Contra Costa Health experts have provided several training and informational sessions to County Connection and Transdev (paratransit contractor) staff onsite, which have included topics surrounding COVID-19 and the proper use of PPE. The Authority maintains ongoing communication with the County Health department, leveraging as many resources as possible.

Through the Authority’s Wellness Program, staff have also had the opportunity to participate in webinars focused on overall health and wellness during COVID-19. County Connection has partnered with John Muir Health and Vital Nutrition & Wellness to provide these opportunities during this time.
